Despite policy changes to make health insurance more affordable, millions of uninsured Americans still believed it was too expensive to enroll in health insurance. For HealthCare.gov’s Open Enrollment campaign, real customers told from their stories and experiences finding a health plan with HealthCare.gov. Hand-drawn elements, including real customer signatures, paired with slice-of-life photography, communicated a sense of confidence, personality and warmth. Media placements included TV, radio, out-of-home, and digital media.
